This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for serving as an Earned Value Management (EVM) analyst and provides assistance and support for all operations and activities under the authority of the Director DAV,
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023.
As a Program Analyst at the NH-0343-3 some of your typical work assignments may include:
Serve as a subject matter expert Program Analyst on Earned Value Management (EVM) and Integrated Master Schedule (IMS) policies, processes, products, contractual documents, terminologies, and guidance documents.
Develop and present Cost and Integrated Master Schedule (IMS) analytical results to senior executives, program managers, and integrated product team leads, to apprise decision makers of potential impacts to program execution. Facilitate discussions between government team and Prime Contractor to review issues and concerns as a result of monthly IMS analysis.
Lead Integrated Baseline Review (IBR) and Schedule Deep Dive (SDD) process to ensure contractor IMS deliverable captures entire scope of work, is executable within the period of performance, and identify risks pertaining to facilities and resources.
Identifies EAC and schedule risk areas, cost performance and schedule health metric issues, critical path drivers, and/or impacts to program or BMDS milestones, and prepares recommendations for MDA leadership.

Qualifications
You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Experience in Cost and Schedule analysis, Estimate at Completion (EAC) analysis, or developing assessments, recommendations and position statements; AND
Experience with using various office automation software (word processing, presentation, spreadsheet, graphics, databases) to support financial management activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
