You will serve as a HUMAN RESOURCES SPECIALIST within NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as Navy Management System Activity (NSMA)'s New Employee Orientation (NEO) Program Manager. You will develop policies, guidance, products, and services designed to acclimate new employees and leaders into the NSMA by increasing their awareness of the Command's culture, business, and core values. You will collaborate with Directorates and support offices to facilitate and manage the Organizational Awareness (OA) Seminar to support new employees in the acclimation process of increasing their understanding of NSMA. You will establish professional relationships and collaborate with professional contacts for NSMA's new employees to participate in the Navy Civilian Acculturation Program (NCAP). You will provide leadership and direction of NEO, projects, and associated personnel in the analysis, design, development, implementation, and evaluation of all connected activities.

  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following; Collaborating with HR Specialists to obtain information on new employees onboarding to the Command; Preparing and disseminating new hire orientation material; Managing the new hire orientation schedule and attendance rosters; Securing briefing locations; and Collaborating with support offices to update briefing material, set up conference room, and consolidate presentation documents. Education

Education Substitution for Experience at the GS-11 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector

OR possess a Ph.D. or equivalent doctoral degree
OR have completed 3 full years of progressively higher level graduate education leading to such a degree
OR possess an LL.M., if related
OR a combination of graduate education and experience as described above that equates to one year of experience
