LOCATION: This position is located in the Office of Operational Human Resources Services (OOHRS)-Office of Central Operations (OCO) in Woodlawn, MD.
Duties
Providing staff advisory services on agency-wide issues pertaining to the potential impact of negotiations and third-party decisions concerning management rights as defined in statute.
Providing authoritative advisory service to management, employees, and other specialists and develops solutions to especially complex and controversial problems.
Reviewing employee relations policy and procedures to ensure consistency in their application and recommends modifications.
Providing authoritative interpretations of laws, regulations, procedures, precedents and practices regarding labor and employee relations issues.
Serving as the organization's technical authority on developing regulations or guidelines for the operation of the labor relations program in accordance with headquarters' decisions and guidance.

- Fingerprinting and background and/or security investigation may be required

Qualifications
Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
This experience should be typically in or related to the evaluation, implementation and management of program policies, and procedures as they relate to the human resources field, e.g., conducting analysis of functions and work processes; making recommendations on substantive operating programs or work processes; preparing written instructions and directives; presenting controversial or critical observations and findings; and monitoring workload processing.
