This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the BDE/Battalion (BN) primary administrator for unique programs, which may include, but are not limited to, the Defense Travel System (DTS), Government Travel Card Program (GTC).
Duties
Perform DTS in-out processing actions for travelers; build profiles, attach or detach travelers to routing; group and organization, X-ORG and T-Enter actions among others as needed.
Provide guidance, directions, and assistance to include training to Brigade and Subordinate Commands on funded program and financial management to include interpretation of applicable laws and regulations.
Create and/or change purchase requisitions and purchase orders, perform queries, extract or build a large variety of financial budgetary reports, among other utilization of operating office automation systems duties.
Create, build or extract reports, reconciles aging or aged transactions and delinquencies, perform in-out processing transactions as needed, perform audits, and provide guidance, directions, and assistance.

- The Incumbent must obtain and maintain a Secret security clearance.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes initiate travel card request through an automated system; monitor a travel card program and reports to upper-level management when compliance problems are found; reconcile statements and verify statements are filed in accordance with Federal, State and Local requirements and troubleshoot issues/concerns for employees regarding travel and expenses. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
