You will serve as a Program Analyst in the Asset Management Base Realignment and Closure (BRAC) Program Management Office (PMO) of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.
Duties
You will serve as a senior liaison for financial management policy and procedures for all BRAC issues.
You will perform a variety of program management and analytical duties connected with the formulation, justification, submission, and execution of the NAVY BRAC budgets.
You will collect program requirements for Program Objective Memorandum (POM) submission and interface with the resource sponsor.
You will support Financial Improvements Audit Readiness (FAIR) initiatives for BRAC Environmental and Disposal Liabilities and calculate quarterly BRAC Environmental Liabilities submissions for the DON financial statement.
You will prepare financial execution reports and analyze data to ensure target goals are met.
You will support financial system migration efforts, mapping all financial data from the existing system to the new system.

- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Coordinating with Program Managers to build, support, and defend Program Objective Memorandum (POM) requirements to submit to the Resource Sponsor; 2) Preparing and defending Budget Books and justification materials on time and within controls to submit to FMB, OSD, and Congress in accordance with Budget Guidance; 3) Supporting Financial Improvement Audit Readiness (FIAR) initiatives; 4) Performing Financial System Migration efforts, to include data mapping and reconciling data to ensure data integrity; 5) Applying experience with Financial systems including PBIS (Program Budget Information System), CFMS (Command Financial Management System), SABRS (Standard Accounting, Budgeting and Reporting System), ERP (Enterprise Resource Planning), SMARTS (SABRS Management Analytical Retrievals Tools), or similar financial systems to collect, process, and report financial data; 6) Managing funds flow/financial execution to include allocation, commitment, obligation, realignment and reprogramming of funds; and 7) Preparing briefs for senior managers on program execution.
