At the full performance level provides technical and administrative advice and assistance to the Deputy Commissioner (DC) and staff by planning and coordinating a wide range of sensitive and complex assignments/activities that are essential to the effective operation of the office See DUTIES for additional responsibilities of this position.

Duties

Duties at the full performance level include: Requests, organizes and researches background and briefing material on management and operational matters for use by the DC and ADC. Carries out, coordinates and prepares reports on a variety of special projects and assignments on behalf of the DC and Assistant Deputy Commissioner (ADC). Projects include assignments that do not fall under a specific component, at times include several SSA offices and the regions, or that involve controversial, sensitive or confidential matters or matters of extreme urgency and highest priority. Serves as personal representative of the DC and ADC on various public, interagency and agency-wide committees, task forces, work groups, etc or in meetings with various public or private groups and organizations. Resolves problems, plans activities of interagency or agency-wide concern or presents the SSA position. Receives Deputy Commissioner correspondence after initial secretarial screening. Analyzes the correspondence both to keep on top of evolving issues and to determine what needs the Deputy's personal attention. Resolves many issues and problems or develops information to the point of a decision by the Deputy. Serves as primary point of contact with Associate Commissioners, Office Directors and staff for sensitive and urgent matters. Ensures their interests and concerns are being adequately addressed by the responsible components. Forwards requests to ACs on behalf of the Deputy for reports on various matters or for the development of specific information. Prepares the DC and ADC for all meetings and conferences by obtaining complete and accurate background information. Prepares and distributes summaries and assures that resulting decisions are brought to the attention of the appropriate officials. Keeps DC and ADC informed of such actions and ensures their timely completion.

  • This is a mid-level/trainee position leading to the GS-12 full performance level. Employees work in a training capacity toward the full performance level.
  • Management arranges structured training and development activities to provide experience and technical competence in the methods, procedures, principles and techniques of the full performance level.
  • Employees work under the general direction of the designated supervisor, who sets overall objectives and deadlines. The supervisor reviews work in terms of the results achieved.
  • Employees receive specific instructions in terms of expected results, as well as additional directions for new, difficult or special assignments, including suggested procedures, sources of information or reporting formats and techniques.
  • Assignments at this level are not as broad or inclusive as those of the next higher-level.
  • Consideration for promotion is at the discretion of management and is based on the existence of higher-level work, your ability to perform that work, administrative requirements and current agency and/or organizational restrictions.

Qualifications

MINIMUM QUALIFICATIONS To qualify for this GS-09 Management Analyst (Executive Assistant) position you must demonstrate: (1) At least 52 weeks of Specialized Experience -- OR -- (2) Optional Education - OR -- (3) A combination of Specialized Experience and Optional Education (1) SPECIALIZED EXPERIENCE must have been gainedin a federal position at or above GS-07 OR (if your position/experience is in another federal pay scale OR outside of federal service) by performing duties at a level equivalent to GS-07. SPECIALIZED EXPERIENCE is work that primarily consists of administrative support in one or more of the following areas: administrative management, personnel management, performance management, property management, forms management, printing management, mail management, resource management, training management, financial or budget management or organization policies and procedures. If you have this experience, your resume must describe, in your own words, the duties you perform that meet these requirements. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks. Reviewers cannot assume you perform duties you don't describe. An affirmative response to the online questionnaire is not sufficient to demonstrate experience. Your resume must show complete dates (month/day/year) for each position described (and if your position is or was federal, your grade at the time experience was gained). Resumes that don't include this information may not satisfy the requirement to demonstrate 52 weeks performing specific work at the required level. If your experience includes a federal career-ladder position, separate your description of experience by grade so your qualifying experience (e.g., required grade, dates and duties) is clearly evident. Career-ladder positions described as a single position may not satisfy the requirement to demonstrate 52 weeks performing specific work at the required level. SAMPLE DUTIES THAT DEMONSTRATE SPECIALIZED EXPERIENCE INCLUDE: (1) working in an administrative support role (e.g., answering and routing phone calls, responding to or routing emails, relaying messages, maintaining office records, drafting reports, scheduling meetings and maintaining outlook calendars); (2) using computers and basic or advanced software programs to input, store, track and retrieve information pertaining to the administrative operations within an office; (3) drafting and preparing forms or correspondence; (4) gathering and assembling information for use by management; (5) applying regulations or procedures to workload operations; and (6) communicating effectively, both orally and in writing. B. OPTIONAL EDUCATION: Applicants without Specialized Experience can meet Minimum Qualifications with a Masters' Degree OR at least 2 full years of graduate-level education leading to a Masters' Degree. C. COMBINATION: Applicants without the full amount of Specialized Experience or the full amount of Optional Education can meet Minimum Qualifications with a combination of Specialized Experience and qualifying graduate-level education. NOTE: Only graduate education beyond the first year can be considered when claiming this option. This is the most difficult option to demonstrate - if you can meet the requirement in another way, use that instead. You must submit a full transcript (or transcripts) to substantiate any claimed education. MINIMUM QUALIFICATIONS (e.g., Specialized Experience and/or Optional Education) must be met by the closing date of this announcement. If you have federal status and are applying for promotion, you must have at least 52 weeks at GS-07 and/or GS-08. Time in grade requirement must be met by the closing date of this announcement. Applicants who currently hold a stand-alone GS-09, GS-10 or GS-11 position do not have a time-in-grade requirement but must apply for promotion. Only applicants who hold (or previously held) a permanent position at or above GS-12 (the full performance level of this position) OR a GS-09, GS-10 or GS-11 career-ladder to GS-12 are eligible for reassignment.

Education

There is no educational requirement for this position, but education, as described above, can be used in lieu of (or in combination with) specialized experience.

EDUCATION IN LIEU OF SPECIALIZED EXPERIENCE:
Submit a full transcript that shows your name, the name of the school, the program in which you were enrolled and completion/award of your masters' degree. A transcript that does not specifically show the masters' degree was awarded cannot be credited as a masters' degree.

If you are demonstrating at least 2 full years of graduate-level education leading to a master's degree, your transcript must show your name, the name of the school, the program in which enrolled and the courses successfully completed.

Two full years of graduate-level education is the number of credit hours the school has determined to represent two years of full-time study. If that information is not provided, 36 semester hours will be considered to meet this requirement.

EDUCATION IN COMBINATION WITH SPECIALIZED EXPERIENCE:
You must have successfully completed graduate level courses beyond the first year and performed at least some of the duties that meet Specialized Experience. You must submit the transcript for your bachelors' degree AND the transcript for your graduate level education. HR will determine if the full requirement is met.

TRANSCRIPTS must clearly show your name, the name of the school, the program in which you were enrolled and the degree earned (if applicable). Please note that some online versions of transcripts do not include this complete information and cannot be used to support an education claim.

TRANSCRIPTS MUST BE LEGIBLE or you may not receive credit for completed courses.

DO NOT SUBMIT A DIPLOMA IN LIEU OF A FULL TRANSCRIPT THAT SHOWS THE REQUIRED INFORMATION.
