You will serve as a PROGRAM MANAGER in the Industrial Operations Directorate (SEA 04) in support of Shipyard Infrastructure Optimization Program (SIOP) Program Management Office (PMO 555) of NAVSEA HQ FIELD SUPPORT. You serve as the Environmental Planning Division Director and direct all efforts associated with SIOP execution and exercises management authority that supports the design, acquisition, sustainment planning, and disposal of shipyard infrastructure and equipment.
Duties
You will provide leadership and technical expertise for environmental planning to include National Environmental Policy Act (NEPA) and other associated regulations and guidance, in support of the SIOP mission and the four SIOP naval shipyard offices.
You will coordinate with program office leadership to mitigate issues and reduce risks to the program.
You will coordinate with NAVFAC and contractor teams supporting SIOP environmental planning and consultation efforts.
You will collaborate with senior managers across multiple organizations (ASN (E,I/E), OPNAV N4I, PACFLT, USFFC, Naval Reactors, NAVSEA, CNIC, NAVFAC, Navy Regions, Shipyards, etc.).
You will 1) assess environmental program current and future requirements and 2) develop and provide recommended changes to program processes and procedures to improve effectiveness.
You will maintain expertise on all federal, state, and local environmental planning rules and policies related to NEPA and other associated regulations and guidance.
You will prepare SIOP environmental program budgets for consideration in the Program Objective Management (POM) process.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating program requirements (e.g., budget/financial performance, business analysis, workload leveling, or data analytics) to support strategic planning initiatives for a shipyard or industrial organization.
