You will serve as an Administrative/Technical Specialist in the Technical Acquisitions Office; Contracts Department of NAVSURFWARCENDLD.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14.
This position is salary capped at GS-13, Step 10 (currently $145,617). See "Additional Information" section.
Duties
You will support the development and implementation of a customer advocate function to support contracts and technical customers with large procurement packages.
You will advise on acquisition strategies and policies, and assist customers with requirements definition and the development of required acquisition documentation.
You will serve as a liaison between technical departments and contracts to share information, solve problems, and shorten procurement timelines while meeting acquisition policy and regulations.
You will support Technical Evaluations, ensuring evaluations are consistent with Request for Proposal/Solicitations.
You will develop job aids and support Contracting Officer's Representative (COR) and acquisition package development training as needed.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector administering contracts for the acquisition of equipment, supplies, or services. Examples of specialized experience may include: serving as a Contracting Officer's Representative (COR); analyzing contract invoices to identify errors or ensure contract costs remain within budget; monitoring contractor performance; identifying or resolving contract problems; facilitating contract changes through the life-cycle of an acquisition; evaluating contract data to develop reports.
