Duties
Processing personnel actions including various types of appointments, terminations, extensions, within grade increases, and other actions in an automated system.
Maintain employee personnel files to include uploading, filing, and reviewing documents.
Create reports using automated HR System and maintain system access profiles and permissions.
Coordinate recruitment efforts with agency Managers.
Assist other HR Specialist with recruitment tasks such as preparing vacancy announcements, reviewing applicant eligibility and qualifications, issuing certificates of eligible, and maintaining recruitment case files.
Verify pre-employment requirements, review, and approve on-boarding documents.
Set pay using applicable pay setting regulations.
Make job offers and coordinate start dates.
Gives advice to supervisors, managers, and employees on a variety of HR topics.
Provides guidance and training to managers on HR systems, policy, and procedures.
Requirements

Qualifications

To qualify for the GS-7 applicants must possess at least one full year of specialized experience at the GS-6 grade level. Examples of specialized experience may include: coordinating with senior HR Specialists to advise management officials on issues involving recruitment and staffing or compensation topics; processing personnel actions in an automated system; analyzing and creating reports from automated HR databases, responding to inquiries from employees and/or applicants; tracking pre-employment statuses; researching HR regulations, policies, and procedures. OR 1 full year of graduate level education OR superior academic achievement (S.A.A.) (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
To qualify for the GS-9, applicants must possess at least one full year of specialized experience at the GS-7 grade level. Examples of specialized experience may include: determining if applicants meet eligibility/qualification requirements; adjudicating Veterans preference; making job offers; providing basic advisory services in the areas of staffing, special employment programs, and classification; processing personnel actions; researching personnel and pay issues; responding to inquiries from employees and/or applicants. OR Amaster's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
