The incumbent is a senior level Biomedical Equipment Support Specialist (BESS) that supports the lifecycle management of medical technology(s) and clinical systems within VISN 5.
Duties
The incumbent is a member of the VISN 5 Clinical System Support Team and is a technical expert for clinical systems in a clinical specialty area. Clinical systems vary based on specialty area but can include: Picture Archiving and Communication System (PACS), reporting systems, physiological monitoring, advanced visualization systems, and additional medical technology (s) assignments, as needed. The incumbent serves as a liaison between Biomedical Engineering staff at VHA, VISN, and facility levels.
Lifecycle management encompasses the following: technology assessment including defining requirements and analyzing alternatives with clinical users; technology acquisition including technical evaluation and best value determination of proposed equipment and systems; technology implementation including site preparation, incoming inspections, device/system integration, network device security implementation and clinical/technical training; technology sustainment including regular and unscheduled maintenance, upgrades and enhancements, continuing education; end of useful life tasks including decommissioning, data sanitization, and technical evaluation for condition prior to disposal; and strategic planning for end of life replacement in conjunction with clinical services.
The incumbent supports the network mission and Biomedical Engineering program goals while operating in accordance with VISN policies, biomedical policies and standards of professional service. He/ She consults with and provides guidance to technical staff in all Biomedical Engineering programs across the network. The Biomedical Engineer works in conjunction with the network Chief Biomedical Engineer on matters pertaining to Biomedical Engineering technology management, program operations and effective delivery of services.

Qualifications
Basic Requirements:
United States Citizenship
Citizen of the United States.
English Language Proficiency
Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Experience and Education
Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology.
AND Two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist.
OR
Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology.
OR
Completion of a military training program in biomedical equipment.
AND
Two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist.

Grade Determinations: Biomedical Equipment Support Specialist, GS-13 (VISN Level)
(1) Experience. At least one year of experience equivalent to the GS-12 grade level. Certification as a Project Manager highly desired but not required. (2) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to effectively communicate with professionals of varying levels of technical knowledge within multiple levels of the VHA organization.
(b) Ability to coordinate work across multiple settings, e.g., medical centers, VISNs.
(c) Knowledge of the codes and standards of VA, TJC, NFPA, AAMI, FDA, and AHA as they apply to the safety and operation of medical instrumentation.
(d) Knowledge related to the characteristics, capabilities, installation, and configuration of medical equipment and their associated networks.
(e) Ability to analyze regional technical issues and develop timely and economical solutions.
Preferred Experience: Equipment management experience. Intimate understanding of Biomedical equipment. Systems troubleshooting. Advanced IT networking skills. Technical expertise as a liaison between Engineering and Clinical sections. Good interpersonal skills. High level of organizational skill.

The full performance level of this vacancy is GS-13.
Physical Requirements: See VA Directive and Handbook 5019. The position involves work that is mainly sedentary but requires some bending, walking, standing and lifting/carrying (under 15lb) of supplies, patient records, staff and patient mail. Some assignments may involve more frequent walking, but these assignments may involve more frequent walking, but these assignments require no unusual physical demands to perform work. The incumbent will need to have the ability to verbally communicate and hear (aid permitted) using a telephone and must be able to type and operate computer equipment as an essential part of their position. The incumbent must be able to work closely with internal and external customers in a face to face setting.
Work Environment: Work is performed primarily in a patient care setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.
