About the Position: Responsible for performing complex, high-dollar, and unique procurement contracts, primarily Construction, Architect-Engineer and Services. May serve as Contracting Officer with authority to contractually obligate the government within monetary limitation of warrant. Management may select at any grade level.

Duties

At full performance, serve as leader and spokesman for the government during negotiations on negotiated procurements and modifications to existing contracts. Analyze and evaluate bids and proposals IAW the Federal Acquisition Regulation (FAR). Perform oversight of post-award administration duties assigned to CORs and/or ACOs. Responsible to ensure the entire contract process is executed IAW existing policies, procedures, and automated systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • Upon selection of a GS-12 or upon promotion to the GS-12 this position is designated as deployable and will require a pre-employment physical.
  • Temporary duty (TDY) travel is approximately 10%.
  • At the GS-12 this position is designated as deployable. must be ready and able to deploy as an essential function of the position in support of disaster relief, humanitarian missions and other non-combat missions.

GS-11: Specialized Experience: One year of specialized experience which includes 1) performing pre or post award functions to procure a variety of supplies, service, or construction; and 2) analyzing firm fixed price contracts. OR Education: successfully completed a Ph.D. or equivalent doctoral degree. GS-12: Specialized Experience: One year of specialized experience which includes 1) performing a full range of pre and post award functions to procure a variety of supplies, services, or construction; 2) analyzing firm fixed-price or similar contract; and 3) negotiating contract prices and terms.
