The primary purpose of this position is to serve as an Information Technology Specialist (InfoSec/SysAdmin) with responsibility for managing classified and unclassified data systems and/or management of systems used for the transmission of information.

Duties

Applies IT security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system's lifecycle. Assists in implementing and advising on IT and cyber security policies and procedures to ensure protection of information. Assists in planning, organizing, and controlling all security aspects associated with assigned programs. Participate in management discussions, meetings, committees, or special projects. Assists in developing requirements for the acquisition of network hardware, software, and services. Recommends selection and installation of new network systems and operating software.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE FOR GS-05: A Bachelor's degree AND IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying various IT security and system administration principles; assisting with studies and projects to analyze program data. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: One full academic year of graduate-level education OR a Bachelor's degree with Superior Academic Achievement, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience applying various types of IT security and system administration principles, participating in studies and projects for software programs, gathering and analyzing data to recommend solutions, and presenting reports to a variety of audiences. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: A Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to a Master's degree. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a full range of network systems (LAN/WAN) and software design principles used in managing, planning, analyzing, acquiring, testing, designing, configuring, and installing data systems; directing and modifying software programming, performing system integration and testing; investigating and implementing changes to software resolving issues received from the organization and disseminating IT security tools and procedures in support of specail access programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) and software design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining services that support functional requirements. Knowledge of the network architecture, security requirements, interrelationships, operating modes, configuration, topology, and protocols typically found at the base level. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. Significant knowledge of security policies, procedures, and directives in support of Special Access Programs, and knowledge of complex configuration management techniques and requirements appropriate to managing both classified and unclassified systems. Skill in written and oral communications to prepare written guidance and decisions, to explain, and/or defend decisions to other AF staff agencies. Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
