The Senior Data Analyst position is located within the Health Care Team Research Support Group (HC RSG) of GAO. Using SAS and SQL software, the Senior Data Analyst develops programs to analyze health care data and assists engagement teams in report writing in accordance with GAO standards. The HC RSG provides technical and professional expertise that supports and extends the work of the GAO Health Care Team.
Duties
As a Senior IT Specialist (Data Management), PE-2210-21 your typical work assignments may include the following:
Taking the lead role in programming code in SAS and SQL to perform primary data analysis on a variety of platforms, including Windows, Cloud and IBM mainframe environments.
Using SAS and SQL software, analyzes data sets of varying size and complexity. This includes working with health care related data obtained from agencies such as CMS, VA, FDA and various other executive branch agencies.
Generating complex reports and queries in response to customer requirements.
Analyzing and defines data requirements and specifications by assisting teams in developing an analysis plan, which is linked to the engagement's researchable questions and describes key assumptions, data elements to be analyzed, selection criteria used, and potential analysis to be presented in the product.
Ensuring the rigorous application of information assurance policies, principles, and practices in the delivery of information services by making certain that products meet all GAO standards for quality and are in conformance with all agency policies and requirements.
Advising and assisting engagement teams in selecting and acquiring data in accordance with GAO standards. Uses electronic testing of data to assess the accuracy and reliability of data to determine appropriate use for GAO reporting. Participates in development of report findings when data analysis is the basis for conclusions.
Providing advice on how electronic data should be collected for engagements. Selects, refines, organizes, and presents factual information and analysis in support of engagement objectives. In collaboration with engagement team members, decides on scope, form, content, and depth of analysis.
Working with non-technical staff in support of engagements. Negotiates appropriate data use issues when they arise. Communicates data issues to non-technical clients to ensure the analysis complies with the desired reporting objectives.
Working on multiple engagements simultaneously. Responsible for managing own time and maintaining communication with engagement teams to successfully juggle varying needs and unexpected delays.
Participating in aspects of design, researchable question development, data collection and analysis, message development, and report writing and helps ensure the quality and value of the final product.
Submitting programs for verification and peer review and reviews and verifies programs done by others.
Designing and implementing training for technical and non-technical staff on topics relevant to the use of data analysis methods in operations and engagement work.
Qualifications
Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-12 in the federal service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined asknowledge of and skill in applying software design principles, methods, and approaches sufficient to design, write, test, debug, and maintain SAS and SQL programs that meet technical and functional requirements.
In addition to meeting the specialized experience requirements of this position, applicants must meet the requirement of the following selective placement factor in order to be qualified for this position.
Applicants must possess expert level skill using SAS and SQL and require no guidance with respect to the aforementioned programming languages.
