This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for policy determinations on proper funding sources to include Foreign Military Sales (FMS) Admin, Title 22 Building Partner Capacity (BPC) Programs, and Title 10 BPC programs.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-15 level, some of your typical work assignments may include: Being responsible for policy determinations on proper funding sources to include FMS Admin, Title 22 BPC Programs, and Title 10 BPC programs. Receiving, reviewing, researching, and analyzing updates to the Financial Management Regulation (FMR) and formulating, coordinating, publishing, and disseminating DSCA-unique implementing guidance necessitated by these changes for implementation throughout DSCA and its subordinate commands. Implementing and managing the financial policies to include audit remediation efforts for DSCA Headquarters (HQs) and the entire Security Assistance (SA) Community. Preparing complex financial material and analyzes data required to make Inter-Agency decisions regarding financial policy and procedural matters that impact the entire Security Cooperation (SC) community. Developing predictive tools and provides results of analyses. Providing expert level financial analysis of legislative initiatives related to DSCA financial policy for Security Assistance and Security Cooperation programs managed and overseen by DSCA. Planning and conducting analysis in broad areas covering work processes, operational practices and needs that will have a long-range effect on DoD and FMS financial management systems.

  • This is a Financial Management Level 3 Certified position. This certification requirement is a condition of employment for this position.

Qualifications

You may qualify at the GS-15 level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Providing financial policy determinations on Foreign Military Sales (FMS), Foreign Military Financing (FMF), and/or Building Partner Capacity (BPC) programs; Initiating and participating in the development, coordination, and promulgation of guidance that affects the financial execution of FMS Programs; Preparing and presenting high-level briefings and reports and developing complex responses. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
