Duties

Serves as part of a team of MDE Budget Analysts responsible for monitoring and execution of day-to-day budget/financial activities. Incumbent performs analytical and evaluative work associated with a wide array of MDE program activities. This includes development, analysis, evaluation, and providing recommendations based on complex data to improve the effectiveness of work methods and procedures, organization, manpower utilization, distribution of work assignments, delegations of authority, management controls, and information and documentation systems. Gathers and organizes draft narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Reviews and reconciles large amounts of data. Incumbent applies analytical and evaluative methods and techniques to issues or studies concerning substantive administrative support functions. Interprets findings and make recommendations resulting from studies. Completes analyses of data and identifies administratively significant findings that can impact MDE budget and operations. Develops draft budget models to plan and forecast budget estimates for future years. Supports the presentation, execution, and analysis of organizational budgets. Monitors the implementation of the authorized budget levels including obligations and outlays. Tracks all MDE appropriations which includes mandatory and General Operating Expenses (GOE). Prepares necessary documentation for budget submissions and monthly budget reports which includes budget estimates and their justifications and expenditure plans. Conducts audit activities ensuring sound fiscal practices in all areas of budget formulation and execution. Analyzes and forecasting MDE requirements and reports all changes to program throughout the year and identifies variances with analysis and corrective action, if required. Ensures budget remains on track to meet budget spend plans by monitoring the rate of expenditure of budgeted funds and communicating with MDE program leaders and their staff. Identifies and analyzes trends in the receipt, obligation and expenditure of funds to assure that plans are met timely. Perform budget formulation work involving preparation of MDE budget estimates and financial operating plans. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Provides expert advice and assistance on budgeting and related information and conducting analyses, reviews, and special studies of budget and/or related information. GRADE REQUIREMENT: To receive CTAP selection priority, your grade level upon Reduction in Force must be at least 13 with promotion potential of at least None. MINIMUM QUALIFICATIONS: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as . The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to planning, development and execution of a Federal budget and be able to prepare various documents including program justifications for a worldwide program. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
