About the Position: This position is located at the UNITED STATES ARMY JOHN F. KENNEDY SPECIAL WARFARE CENTER & SCHOOL in Fort Liberty, North Carolina.
Duties
Serves as Management Analyst and Knowledge Manager for the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) Civil Affairs (CA) Personnel Proponent.
Functions as the focal point for independent and objective review and validation of all strength projections to be submitted outside the command.
Develops plans, programs, methods, procedures, and techniques for collection, processing compilation, and presentation of statistical data.
Plans, coordinates, and conducts commissioning panels in accordance with applicable laws, regulations, and directives.
Requirements
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance.
- May travel TDY up to 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes Experience with: 1) Utilizing military personnel databases to retrieve and/or input data. 2) Implementing knowledge of military human resources strength requirements, policies, and regulations to project, forecast and model manpower numbers. 3) Applying a wide range of complex analytical, mathematical, statistical, or actuarial theories, principles and practices to plan, schedule, and/or conduct projects or studies. 4) Recommending ways to improve annual project goals/objectives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
