As Human Resources Speicalist, you will be responsible for performing work in the following specialty areas: benefits and work-life programs. This position is located in the Office of Agency Services, which manages and delivers human capital, operational, and workforce development for the agency.

Duties

Serves as a technical advisor and administers FCA's employee entitlements, benefits and work-life programs. The programs include, but are not limited to, health and life insurance, leave, Thrift Savings Plan, 401K, telework, student loan repayment, employee assistance, childcare subsidy and a drug-free workplace. Provides technical guidance and assistance to managers, supervisors and employees in executing a variety of employee benefits programs. Assists in execution of special projects and studies related to program area(s) assigned and makes suggestions for updating or improving programs. Pulls and reviews reports to ensure actions have applied to National Finance Center (NFC) system or database to ensure they have been accurately recorded. Researches and troubleshoots processing or system issues. Prepares and submits regular and recurring reports required by the Office of Personnel Management, other government agencies, and FCA as needed. Collaborates with other staff members to ensure that all reporting requirements and deadlines are met. Processes personnel actions and payroll documents through NFC systems. Pulls and reviews reports to ensure actions have applied to the NFC system or database and to ensure they have been accurately recorded. Provides information and guidance to employees, supervisors and managers on program area(s) assigned and other HR program processes, policies, requirements and procedures. Ensures programs information is widely publicized. Drafts articles and news flashes on topics for assigned program area(s).

Requirements

  • Must be a U.S. citizen.

  • Suitability for Federal employment, as determined by a background investigation.

Qualifications

The ideal candidate has experience advising on and administering civilian federal government employee benefits and work life programs such as health benefits, life insurance, 401K, long term care, flexible spending, childcare subsidy, transit subsidy, Employee Assistance Program (EAP), and Student Loan Repayment Program (SLRP). Uses National Finance Center (NFC) systems to process personnel actions, benefit requests, and to analyze reports. You may qualify at the VH-37 (GS-11) band level, if you fulfill one of the following qualification requirements: One year of specialized experience equivalent to the VH-35 (GS-09) band level in the Federal service that demonstrates your experience applying knowledge of a wide range of civilian federal government benefits concepts, practices, laws and regulations in order to provide oversight and counsel employees on the Federal Health and Life Insurance, Federal Retirement Programs, and 401k programs; experience processing requests and identifying discrepancies of actions processed using the National Finance Center (NFC) systems on benefits; and the ability to administer benefit and work-life programs; analyze, interpret, and advise on Federal laws, regulations and policies; OR A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR A combination of education and experience as listed above. You may qualify at the VH-38 (GS-12) band level if you have one year of specialized experience equivalent to the VH-37 (GS-11) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and includes experience with applying knowledge of a wide range of civilian federal government benefits concepts, practices, laws and regulations in order to provide oversight, process and counsel employees on complex technical issues related to Federal Health and Life Insurance, Federal Retirement Programs, and 401k programs; identifying discrepancies, resolving errors, and recommending corrective actions of requests processed using the National Finance Center (NFC) systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements and submit all required supporting documentation by the closing date of this announcement. If you are found to be among the most highly qualified candidates you will be referred to the hiring manager for further consideration and possible interview. Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.

Education

Educational institutions must be accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education. Pass/Fail Courses: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
