DCSA's Office of CFO is seeking a Financial Management Analyst to serve as the action officer for the Planning, Programming, Budgeting and Execution System. You will help formulate budget requirements for agency budget submissions to OSD, include the Program Objective Memorandum and the Budget Estimate Submission. This is an excellent opportunity for those with knowledge of the Congressional Authorization and Appropriations process to interpret Congressional guidance in the Appropriation Laws.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Experience utilizing automated financial management, Travel systems and/or accounting system data bases, tracks actions such as obligations, reprogramming, allocations, expenditures.
Experience with financial analysis, Travel coordination and financial management.
Experience with accounting principles, concepts and theories and the ability to apply them to work.
Experience reviewing and interpreting financial data knowledge of budget methods
Communicating verbally and in writing
Specifically you will be evaluated on the following competencies:
1. Financial Management: Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies.
2. Financial Management: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
3. Financial Management Analysis: Analyze, evaluate and review budget and program issues and financial data and reports utilizing business tools and applications, cost and analytical methodologies, and performance metrics to provide impacts of financial management solutions for decision-making.
4. Financial Reporting: Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions.

Substitution of education may not be used in lieu of specialized experience for this grade level.
