About the Position: This position serves as an Administrative Officer for the Joint Activities.
Position may be filled as Term Not-to-Exceed 13 months, if the candidate is not a current, permanent Army Employee. Term appointments within the Department of Defense (DoD) may be extended up to 8 years. Position may also be filled as a temporary promotion or temporary reassignment NTE 13 Months by a current, permanent Army employee.
This is an obligated position.
Duties
Monitor policy implementation and compliance on administrative matters to maintain standards.
Develop, review and ensure organizational structure, functional alignment, and staffing considerations are effective, efficient, and consistent with command policies.
Perform supervisory personnel management responsibilities to direct an office and staff including performance evaluations and providing advice, counsel, and guidance.
Develop policies and procedures concerning use of the workforce and productivity management.
Administer civilian personnel programs, ensuring all personnel actions pertaining to recruitment and selection of new employees, promotions, reassignments, awards, etc. are completed in a timely manner.
Monitor, manage, and oversee Joint service military evaluations and senior leader profile management to include Army, Air force, Navy, and Marine Corps service requirements.
Requirements
- Incumbent must be able to obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (SCI) access.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 15% of the time.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience for the GS-13: One year of specialized experience which includes advising officials on administrative and management matters regarding Joint military and civilian policies, procedures and regulations; managing civilian personnel programs to include staffing, classification, employee benefits, and performance management; and planning and prioritizing work assignments, evaluating work, providing advice, and guidance to subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
