About the Position: As an Administrative Officer, you will oversee all administrative and management actions, programs and support service functions to include the management of the security program, and you will provide guidance and assistance on all security matters. This position is located at HQ FORSCOM in Fort Liberty, North Carolina.
Duties
Administers, manages, and analyzes programs and support services, and evaluates their effectiveness.
Provides staff advice, assistance, and consultation to the G-6/Deputy G-6 and Executive Officer (XO) in administrative and management direction and coordination of staff actions and projects.
Analyzes and interprets rules, regulations, directives, correspondence, and related publications on matters of administration from DoD, Joint Commands, DA, and FORSCOM.
Formulates and recommends new policies and revisions of existing policies forG-6 information, action, or implementation on matters of administration.
Oversees the tasking system and distribution center by applying knowledge of organization and mission of the Army, their structure, command channels, FORSCOM and its components ensuring timely and accurate identification of staff responsibilities.
Oversees the management of the security program by providing guidance and assistance on all security matters.
Develops written procedural guidance which provides detailed instructions and procedures for various physical security requirements for the Directorate.
Ensures assigned personnel receive initial security orientations, annual security refresher briefings, security termination briefings, and other security related training (i.e., SAEDA, OPSEC, etc.).
Serves as the Sensitive Compartmental Information (SCI) Billets Alternate Manager and ensures personnel nominated for access have appropriate current security clearances or that proper investigation is initiated.
Serves as a Joint Personnel Access and security clearance system user and is responsible for in-processing, entering access levels and nondisclosure agreement information into JPAS.
Provides position management advice and makes recommendations to management on how to improve the efficiency and productivity of employees.
Develops and maintain management and/or program evaluation plans, procedures, and methodology for the International Merchant Authorization Card (IMPAC).
Conducts studies of missions, functions, organizational structures, workloads, and capabilities of existing or proposed organizational entities and makes recommendation for improvement.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the selectee can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes managing administrative and management actions, programs, and support service functions; AND overseeing a security program and providing guidance and assistance on all security matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
