About the Position: This position is with the U.S. Army Medical Command Health Care Acquisition Activity, located at Fort Sam Houston, Texas, and consists of one contracting center and six contracting offices located throughout the United States, Hawaii and Germany.

Duties

Provide a wide variety of administrative and analytical duties. Provide input for resource requirements, initiate and issue reimbursable orders for payments and monitor agreements for necessary changes. Plan and develop annual and long range budget requirements for the organization. Provide assistance to all levels of management. Initiate actions to transfer/reprogram funds between offices.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated in accordance with the National Defense Authorization Act (NDAA) 2012, P.L 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
  • Business travel up to 10%.

Specialized Experience: One year of specialized experience which includes performing a wide variety of administrative and analytical duties related to program/budget planning with the formulation, justification, presentation, execution, and review for assigned appropriations. Perform fund control oversight of all subordinate medical contracting offices, to include ensuring adequate fund control is maintained and acceptable accounting practices are being used. Monitor and review obligations, expenditures, reimbursable orders, request for reprogramming, through examination of accounting records and review of funds. Ability to understand financial and management information systems and their output in order to locate and analyze data pertinent to budget formulation and execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service at the NH-02 level.
