About the Position: Incumbent will be responsible for reviewing manpower resources and utilization and proposes, coordinates and effect manpower adjustment resulting from change in personnel authorizations.
This position may be filled as a temporary promotion not to exceed one year by a permanent Federal employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition.
Duties
Reviews manpower resources and utilization and proposes, coordinates, and effects manpower adjustments resulting from changes in personnel authorizations, workloads, and funds.
Conducts and/or leads groups engaged in the conduct of special project studies of a non-repetitive nature which have a potential for major impact on mission and support activities.
Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies.
Implements and manages the Center?s Manager?s Internal Control Program (MICP) as the Internal Control Administrator (ICA) with responsibility for developing and maintaining the HNC Management Internal Control Plan in accordance regulations.
Monitors the schedule and completion of internal control test plans, tracking all reportable weaknesses, and preparing all upward reporting requirements.

- This is a Temporary position not to exceed 1 year and may be extended up to maximum of 5 years. Management can terminate this position at any time during the appointment dependent on needs.

Specialized Experience: One year of specialized experience which includes experience in issues relating to organizational structure, mission and functions control; advising managers/supervisors on issues such as organizational structure, restructuring impact of proposals and provides viable alternative where warranted; participating in the review of manpower resources and utilization, proposal, coordination and effect of manpower adjustments resulting from changes in personnel authorizations, workloads and funds; provides assistance administering the Managers Internal Control Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
