Duties

The primary purpose of this position is to serve as a Headquarters United States Central Command (HQ USCENTCOM) Targets and Operations Coordination (TOCB) Analyst. Coordinates the HQ USCENTCOM's Operations Directorate TOCB activities throughout HQ USCENTCOM area of responsibility (AOR). Plans, organizes, and coordinates the Targets and Operations Coordination (TOC) activities in HQ USCENTCOM AOR, ensuring TOC activities comply with legal and regulatory requirements and meets the Commander, Component Commanders, deployed Task Forces, and other United States Government (USG) agencies/department's operational needs. Provides Targets and Operations Coordination Support. Represents HQ USCENTCOM regarding Targets and Operations Coordination matters and provides Targets Operations expertise. Provides Targets and Operations Coordination specific analytical support.

  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).

  • Incumbent may be required to perform periodic travel (CONUS and OCONUS) in commercial and military aircraft.
  • Position requires accompanying the HQ USCENTCOM staff and perforn1ing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and combat zone.
  • Disclosure of Political Appointments.
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

(Cont.) Conditions of Employment: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing thecapability or the organization to function effectively. This meets the criteria of an E-E position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DoD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered 'war zone' hazardous duty. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, GS-0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes high degree of skill in developing, analyzing, and planning actions on or effects against financial support to activities with a narcotic or criminal nexus; mastery of advanced management and organizational principles and practices to include a comprehensive knowledge of planning and programming regulations, guidelines, and processes; targets and Operations Coordination programs include, but are not limited to, exercising functions and authorities of the U.S. military and/or U.S. Government Interagency partners, including all that involved with Targets and Operations activities; a working knowledge of Executive Orders, U.S. Treasury, State Department and United Nations designation processes; DoD Operations Plans and Campaign Plans; and associated financial instruments of power and policy. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD Counter Threat Finance, U.S. Interagency, and non-governmental Targets and Operations Coordination programs. 2. Knowledge of DOD and non-DoD authorities which can be used to disrupt enemy network financial centers of gravity. 3. Knowledge of the intelligence processes and the targeting cycle. Knowledge of the Joint Requirements Management and Collection Management Processes. 4. Ability to plan, organize, and direct command Targets and Operations Coordination programs and projects. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to conduct analysis of and operationalize analysis to counter money laundering and threat finance activities engaged in by individuals, businesses, corrupt officials, members of organized crime and tenorist organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
