You will serve as a PROGRAM ANALYST in the Amphibious Assault and Connectors Program Office (PMS 317) of PROGRAM EXECUTIVE OFFICE SHIPS. You will plan, design, acquire, manage and sustains affordable and supportable current and future amphibious ships and connectors that are delivered within budget and on schedule to approved requirements in a high state of material and mission readiness.
Duties
You will serve as the Program Acquisition Manager for Medium Landing Ship (LSM) and coordinates with other functional teams within PMS 317 to manage all aspects including programmatic, technical and financial.
You will provide information to the budget and financial manager (BFM) office incident to the preparation of plans and schedules for LSM acquisition.
You will utilize schedules and evaluates actual/projected progress to direct/redirect resources so that projects proceed in an orderly, cost effective, and timely manner.
You will direct the conduct of acquisition studies and coordinate the development of cost estimates and analyses in response to ASN or OSD tasking during all phases of ship acquisition.
You will apply innovative approaches to resolve complex acquisition problems involving shipbuilding and ship systems design, integration and production concepts, contract, budgeting, funding constraints, progress, invoicing and payment methods.
You will review, prepare and present responses to all source shipbuilding program audits conducted by the Navy and other agencies, and administrative and investigative reports which involve program issues related to acquisition management.
You will develop and negotiate working agreements with supporting PEO and NAVSEA codes and activities, manages, program office goals and objectives. Ensures commitments and objectives are fully addressed and understood in all stages.
You will monitor contractual and legal problems during acquisition, design and construction of ships and associated material and services also coordinates with Contracting Officer and Office of Legal Counsel.
You will develop or coordinate development of documentation to support reviews as well as conduct or coordinates studies, cost estimates and analysis in response to tasking as directed.
You will serve as the Contracting Officer?s Representative on the Acquisition contracts and will be required to hold all required certifications.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing or advising on the execution of federal acquisition programs throughout the project lifecycle.
