About the Position: THIS IS TEMPORARY POSITION FOR A LEAD ENGINEERING TECHNICIAN GS-0802-13 LOCATED AT THE DISTRICT HEADQUARTERS IN PHILADELPHIA, PA.
This position is a temporary position for 1 year, can be extended up to 3 years, can be made permanent without further competition.
Duties
As a Lead Engineer Technician, you will ensure proper preparation of vertical construction cost estimates, through leadership of the team of cost engineers within the Cost Engineering Section.
Ensure the most effective, efficient, and economical achievement of cost engineering tasks to produce work products and services and meet program and production goals.
Maintain working knowledge of all current technical standards and criteria used on Corps of Engineers projects.
Provide guidance and assistance to cost engineers (in-house, other Corps Districts and AE) on the approach to technically
complex vertical construction cost engineering problems.
Responsible for articulating and communicating, to the supervisor and team, the estimate?s objectives, technical requirements, potential problems and issues, schedules, and milestones to accomplish overall schedule.
Monitor, evaluate, and report on resource needs, work progress, impacts to budgets and schedules, and quality of team products to ensure that supervisor?s instructions, priorities, methods, and standards have been met.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to serve a probationary period of one year.
- Must be willing and able to travel up to 10% of the time.
- Must be able to obtain and maintain a valid state Driver's License.
- Must be willing and able to complete a Confidential Financial Disclosure Agreement (OGE 450) at time of entry and annually thereafter.
- Must be willing and able to obtain Certified Cost Engineering Technician (CCET) certification.

Specialized experience is defined as: experience preparing government cost estimates for engineering construction projects, experience reviewing and interpreting plans and specifications in preparation of cost estimating, and experience leading a cost estimating team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12):
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
