About the Position: This position is with the US Army Corps of Engineers, Philadelphia District, Engineering & Construction Division, Construction Branch, Quality Management Section located in Philadelphia, PA.

Duties

Monitor the full range of construction contract administration tasks at the District’s Field Offices. Oversee construction contract execution at all stages to identify problems and to take corrective action. Identify the need for contract modifications to include preparation or and/or review of government estimates to ensure all effects of modification, based on in- progress construction, are captured. Conduct or delegate forensic analysis of Contractor's fragments associated with their requests for additional contract time.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to perform temporary duty travel (TDY) 20% of the time in connection with stated duties.
  • Incumbent is required to possess or obtain and maintain a valid state driver’s license.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

Position may be filled as a temporary promotionNTE 1 year by a current permanent Army employee, may be extended up to a maximum of five years or made permanent without further competition. For current permanent Army employees with competitive status (tenure 1 or 2), return rights will be negotiated prior to being placed in the temporary assignment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience preparing and reviewing Pre-Negotiation Objectives (POMs) to ensure all effects of contract changes are captured, and Post-Negotiation Memorandums (PNMs) for accuracy and completeness to ensure negotiations are thoroughly captured, and review/analysis of Contractor's schedules for feasibility and/or for forensic purposes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailBuilding and ConstructionLeadershipTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
