About the Position: This position is for an Engineering Technician (Marine Cost Estimator) with the Marine Design Center located in Philadelphia, PA.

Duties

As an Engineering Technician (Marine Cost Estimator), you will: Act as an estimator for the Corps’ Marine Design center of expertise, providing support to various customers including Corps and other agencies. Coordinate assignments with project managers and engineers within the center in a team effort to complete estimates for in-house and contracted work involving construction, architect-engineer services, operations, and maintenance. Prepare labor estimates, as required, for customers requesting the services of the MDC cost estimator. Responsible for researching engineering and scientific methods, criteria and procedures for performing independent research to investigate and analyze current or new methodologies for computing equipment installation. Develop cost engineering products for a wide range and diversity of floating plant construction projects and project features may be both conventional and unconventional in design and construction. Serve as or assist the lead negotiator during negotiations with contractors for the purpose of achieving price agreement on all negotiated procurements such as, 8(a) contracts, change orders, architect-engineer contracts, service contracts. Develop Technical analysis of contractor proposals and assists in the development of Pre-Negotiation Memorandum. Serve as lead technical manager and primary technical point of contact for the onsite management, control, coordination, execution, and oversight of assigned projects at various shipyards during vessel construction. Make periodic field inspections as required to examine work under construction at shipyards as well as completed, or currently existing, floating plant at District field sites and offices.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Experience in negotiating with contractors to achieve price agreement on marine vessel projects; 2) Experience creating cost estimates for the various stages of marine vessel construction projects; and 3) Experience inspecting vessel construction to ensure designs, plans and safety requirements are being met. You will be evaluated on the basis of your level of competency in the following areas: Cost Estimation and AnalysisQuality AssuranceTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
