This position is located in the Diplomatic Continuity Programs Division, Office of Emergency Management, Bureau of Administration (A/OEM/DCP), in the U.S. Department of State (DOS).
Duties
Conceptualizes, designs, implements, and tests and evaluates all aspects of Division and Office domestic continuity programs and operations.
Oversees staff development of plans and programs for mobilizing personnel, equipment, facilities and related resources that enable effective responses to a wide variety of emergency situations in Department of State.
Formulates emergency preparedness policies, program development concepts and implementation, training and readiness enhancement activities and initiatives.
Prepares and presents briefings to senior Department of State officials on the broad spectrum of the Department's contingency and emergency preparedness programs, plans and initiatives.
Oversees determination of property accountability for all domestic and overseas Department of State components involved in emergency preparedness and response programs and operations.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with the design, implementation, testing, and evaluation of continuity operations and plans.
Experience developing and implementing an emergency plan and program that includes staff participation, tabletop exercises, notification drills, facility evacuations and shelter-in-place drills.
Experience with logistical support, activation procedures, staffing, management, and support continuity facilities including property accountability of emergency preparedness/ response systems.
There is no substitute of education for specialized experience for the GS-13 position.
