You will serve as a PROGRAM ANALSYT in the GOVERNMENT EQUIPMENT MANAGEMENT (GEM) OFFICE, PROGRAM EXECUTIVE OFFICER FORSHIPS (PEO SHIPS), WASHINGTON NAVY YARD, DC of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will develop and implement improvements and efficiency strategies for programming, budgeting and procurement based on findings from key program specialists and analysts.
You will provide wide range of substantive oral and written presentations and reports to internal and external stakeholders.
You will negotiate effectively with management to accept and implement recommendations.
You will develop and implement overall program requirements based on new or revised legislation.
You will identify and facilitate potential solutions and evaluates technical, cost, and schedule implications of each
viable solution.
You will direct and evaluate complex studies and develop new methods and procedures to measure program
results, and effectiveness.
You will formulate organizational strategies, tactics, and budget/action plans to acquire and allocate resources.
You will analyze and evaluate effectiveness of program requirements throughout the lifecycle.
You will establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques.
You will act as the Participating Acquisition Resource Manager (PARM) for the AN/USQ-82(V) program, also known as the Gigabit Ethernet Data Multiplex System (GEDMS).
You will manage multiple teams supporting the AN/USQ-82(V) program, including a Design Agent, In Service Engineering Agent, and multiple hardware production contractors, to successfully deliver the system in support of multiple ship program offices.
You will act as the Contracting Officer?s Representative (COR) for one of more of the contracts supporting the program.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13 equivalency) in the federal service or equivalent experience in the private or public sector managing a complex program with multiple subordinate teams in support of several stakeholders.
