This position is part of the National Archives and Records Administration, Budget and Compliance Management Division (IB), Information Services (I). The incumbent supports the NARA-wide Information Technology (IT) Capital Planning and Investment Control (CPIC) program and is a subject matter expert on the policy and workflows of an interdisciplinary process to implement IT solutions in response to strategic business needs.
Duties
As an IT SPECIALIST (PLCYPLN), you will:
Serve as an IT governance specialist for NARA's IT investment management activities such as: interpretation, development and implementation of policies, procedures, and strategies governing the selection, control, and evaluation of IT investments throughout the agency.
Provide expert advice, guidance, and recommendations to management on critical investment management issues within the context of published accepted Government standards and best practices.
Apply best practices in structuring, implementing, and operating governance processes and liaising with stakeholders to pre-select, select, control, and evaluate IT projects to ensure their suitability for integration into NARA's IT portfolio.
Develop and/or maintain mechanisms to measure policy effectiveness and compliance. Track investments through the governance process ensuring compliance with the investment management framework.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experienced for this position includes:
Analyzing IT investment portfolios and preparing budgetary submissions for management approval
AND
Aiding in the development of methods for measuring effectiveness of policies, processes, or IT investments
AND
Revising or developing written materials for management approval; such as policies, correspondence, briefings and/or reports
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-13, you must have been at the GS-12level for 52 weeks.
