This position is part of the National Archives and Records Administration. The Executive for Information Services is responsible for the overall success of the Information Technology (IT) program for the National Archives and Records Administration (NARA). The IT activities are involved in every facet of NARA including program and administrative activities. Increasingly, IT is used as a method to improve service to NARA's customers and reduce the costs of providing this service.

Duties

As an Information Technology Specialist (SYSANALYSIS), you will: Serve as an IT System Analyst for NARA-wide Information Technology (IT) applications and systems and is the technical expert for the entire application and system life cycle. Serve as an Application Manager, Managing the Operations and Maintenance (O&M) for the ID managed Steady-state IT systems. Manage all phases of software and system lifecycle management. Monitors maintenance activities including routine maintenance, patching, and emergency repair actions needed to maintain system operation. Provide expert technical advice, guidance, and recommendations to management on critical software application and system issues based on published Government and international standards. Prepare reports for both internal and external dissemination which document software applications alternatives and recommendations. Present findings within NARA and related communities.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience for this position is defined as ALL of the following: Experience serving as an IT Operations and Maintenance (O&M) technical lead performing duties such as ensuring O&M compliance with established Agency IT policies and customer requirements, recommending improved business processes and procedures, applying system life cycle management concepts, or performing/monitoring O&M activities in order to develop, maintain, and operate IT systems. AND Establishing metrics to measure and evaluate IT systems and O&M performance. AND Managing steady-state IT systems, services, or products. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-13, you must have been at the GS-12level for 52 weeks.
