Duties
Preparation of extensive budget estimates and justifications.
Reviewing and editing assigned budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines.
Performing budgetary reviews and studies throughout assigned business line and performing analysis of findings to recommend budget funding amounts, timing, reprogramming of funds and changes with program managers.
Reviews, analyzes, edits, and consolidates budget submissions including budgetary goals and timetables, and criteria for assessing program cost effectiveness in accordance with guidance.
Provides management with financial information such as: trend analyses of workyears, workload and unit costs rates of expenditures; comparisons of actual performance to the financial plans and identification of variances.
Provides management with financial reports showing the status of workyear usage, workload and unit costs, and expenditure of funds.
Serves as financial consultant to central and field site management on issues such as budgeting strategies and techniques.
Utilizes financial management products; resource distribution, program priorities; financial forecasts and projects; and development of annual financial plans.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Performing a variety of budget analysis functions and providing financial advisory services. Work may be performed in any segment of the normal range of budget administration work performed by the organization including budget formulation, budget presentation-enactment, or budget execution.
Examples of specialized experience include: Assess financial management functions; examines financial reports, records and data; reviews new or substantially revised policy changes issued by higher authorities to determine the impact on current procedures or requirements; suggests new methods or guidelines for financial practices.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
