This position is located in the Drug Enforcement Administration (DEA), Human Resources Division, Office of Training (TR), Academy Operations Section (TRA), General Support Unit (TRAG). This position(s) primary purpose is to support the DEA Office of Training's (TR) Security Program relating to security systems and all related information, equipment, facilities, personnel clearances for contractor staff, access control activities, and operations.

As a Security Specialist, your typical work assignments may include: Serving as the technical authority in the implementation and effectiveness of the TR Security Program in regard to programming and designing physical security systems. Overseeing and developing physical security systems to include access control, alarm monitoring stations and providing programming and hardware support for these systems. Performing preliminary analysis of security system controls, such as reviewing standard designs, inspecting facilities, evaluating the effectiveness of existing security practices and resolution of altercations or other incidents. Leading and/or participating as a security technical expert in interagency study groups for resolving problems in existing security systems and programs requiring innovative solutions. Servicing as the primary Contracting Officer Representative (COR) for guard service contracts at DEA owned sites and GSA leased facilities. Performing a range of assignments with special emphasis on the DEA initiation process and assisting in HSPD-12 sponsorships, enrollments, runs reports, and responds to badging related inquiries. Maintaining working knowledge of the Personnel Identity Verifications (PIV) badging system and coordinates clearances and access for all Safety visitors and contractors as necessary. Monitoring access control and physical security issues (e.g., Access Control, Badging System, Vetting) to ensure operability and connectivity of information technology systems. Developing procedures and physical measures designed to safeguard personnel, facilities, property, and operations from unauthorized access, espionage, terrorist, sabotage, damage and theft. Ensuring that facilities and personnel are protected through a variety of state-of-the-art security equipment and devices such as variety of alarm and detection devices; closed circuit television systems; locking devices for doors, windows, vaults, and gates; shielding for cables carrying Automatic Data Processing (ADP), communications, and other electronics impulses that might translatable or make a facility vulnerable to penetration; computer security software, access control systems such as various visual and electronic badging systems.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. Qualification claims will be subject to verification. To qualify for the GS-12 level, one year of specialized experience for this position includes: 1) Reviewing security clearances or investigations packages prepared by others; 2) Developing instructions or procedures for the management of risks, emergency protocols, threats, disaster recovery or continuity of operations; 3) Developing contract requirements of security procurements. To qualify for the GS-13 level, one year of specialized experience for this position includes: 1) Approving security clearances or investigations packages for submission; 2) Managing security programs such as risks, emergency protocols, threats, disaster recovery or continuity of operations; 3) Approving procurement of new security systems, inspections and the safeguard of sensitive materials. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
