This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Financial Management Analyst for the U.S. Army Joint Munitions Command (JMC). Implements, tracks, and reports JMC's Risk Management Internal Control (RMIC) program initiatives related to JMC Business Processes
Duties
Conducts the implementation of the JMC Risk Management Internal Control (RMIC) Program to ensure compliance and to identify, prevent, or eliminate problem areas within the organization and recommend courses of action for leadership
Develops, presents and maintains reports, briefings, and supporting documentation for JMC RMIC efforts
Coordinates with Team Leader and Supervisor to work with the Office of the Assistant Secretary of the Army (OASA) for Financial Management and Comptroller (FMC)
Conducts assistance visits and provide recommendations and corrective actions as needed
Serves as JMC?s journeyman level for RMIC and coordinates with Governmental RMIC and Audit Readiness/Remediation POCs to include external agencies
Responses prepared by JMC to external assessment findings are reviewed to ensure the responses are adequate
Coordinates with the JMC Financial Statement Audit and the JMC Command Inspection Program teams to ensure key process audit controls are reflected and synchronized within each functional area
Requirements
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This position requires a Financial Management Level II certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. GS-11 Level
To qualify based on your work experience, your resume must describe at least one year of specialized experience at the next lower grade (GS-9) which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including:
1) Assisting in preparing information for internal controls related to risk management or audit; AND2) Assisting in preparation of briefings for internal controls related to risk management or audit
OR
You may substitute specialized experience at the GS-11 level with a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M degree from an accredited college or university. OR
Combination of Experience and Education Substitution for Specialized Experience for the GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
