You will serve as a GG-2210-15 Supervisory Information Technology Specialist (Policy & Planning) at DNI/DDNI OPNAV SUPPORT STAFF within the Enterprise Networks and Cybersecurity Division (N2N6D), Office of the Deputy Chief of Naval Operations (Information Warfare). This position is located at the Pentagon in Arlington, VA.
Duties
You will provide a full range of supervisory, budget, and program management related services to assist the organization with documenting program requirements and programming budgets for future years.
You will coordinate program management efforts of intelligence and IT cybersecurity policy specialists and consolidate/validate findings.
You will recommend policy actions to support and sustain strategic and operational Naval Information Warfare capabilities and missions.
You will direct Enterprise corrective policies, standards, and actions.
You will identify and prioritize programmatic issues related to program requirements and resourcing, as well as provide decision support (data analysis, graphs, briefs, etc.) in support of Program Objective Memorandum (POM) efforts.
You will develop innovative and fiscally achievable options to sustain or enhance the Navy's information infrastructure, as well as reevaluate requirements, formulate budgets, and communicate recommendations and options to senior leadership.
You will routinely brief executive leadership, including Department of Defense (DOD) Flag Officer (FO) and Senior Executive Service (SES) personnel as well as Congressional representatives.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 804 and additional cyber work role of 752; see Additional Information section.
- This is an Information Assurance Management (IAM) Level III position requiring qualification in accordance with DoD 8570.01-M. Certification must be attained within 6 months of employment.
Qualifications
This position requires one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
1. Lead a diversified staff of military, civilian, and contractor personnel in requirements validation and resourcing for a full range of transport, networking, applications and services, cybersecurity, spectrum and workforce initiatives.
2. Provide budget and program management related services, analyze financial data, and document program requirements in support of Program Objective Memorandum (POM) efforts.
3. Engage in strategic, intermediate and long-term planning, coordination and implementation oversight of cybersecurity strategies to include Intelligence Community.
4. Clearly communicate recommendations and options in oral and written form to executive leadership as well as Congressional representatives.
