This is a paralegal position in the Solicitor's Office of the Department of Labor. Our paralegals assist with preparing legal briefs intended to protect workers, including ensuring workers receive all wages due. We are seeking detail-oriented applicants who are familiar with Westlaw and Bluebook citations and have strong time management skills. We are committed to fostering a diverse and inclusive workplace.
Duties
This is a paralegal position in the Fair Labor Standards Division within the Solicitor's Office at the Department of Labor. The Division's approximately 30 attorneys perform legal work to help protect workers, including by ensuring they receive minimum wage and overtime pay as required by law. The attorneys' work includes submitting legal briefs to federal and administrative courts.
The Division's paralegals work closely with our attorneys to assist in the preparation and filing of legal briefs, as well as accompanying records or appendices. We are seeking to hire an experienced paralegal who can work independently and manage a busy workload. Specifically, we are looking for applicants who are skilled at using legal research tools, in particular including Westlaw, and knowledgeable about the Bluebook citation rules. We are also looking for candidates who are detail-oriented and have strong time management skills.
The primary duties of this paralegal position are:
Checking for proper formatting of citations to cases, statutes, and regulations in legal documents and providing suggested corrections to attorneys.
Checking the accuracy of citations, quotations, and case histories in draft briefs and noting concerns for attorneys.
Preparing and creating tables of contents and tables of authorities to appear in briefs.
Assembling appendices, certified lists of record, and administrative records in cooperation with attorneys and legal assistants.
Arranging for reproducing and binding briefs and appendices, preparing cover letters to clerks of courts, and ensuring that briefs, appendices, certified lists of record, and administrative records are properly served and filed.
The ideal candidate will have the following knowledge and/or skills:
Familiarity with legal research tools, in particular Westlaw.
Familiarity with the legal citation rules described in the Bluebook.
General knowledge of the Federal Rules of Appellate Procedure and/or the rules of other courts regarding brief format and contents.
Attention to detail, to carefully and accurately make corrections to citations and produce tables of contents and tables of authority.
Good communication skills, to work effectively with the Division's attorneys and administrative staff.
Strong time management skills, to complete assigned work by set deadlines, often under time constraints and while handling multiple projects.
Proficiency in Microsoft Office Suite, including Microsoft Word, Outlook, Excel, and SharePoint.

Requirements

Qualifications
If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Paralegal Specialist, as described below.
For the GS-12, applicants must have 52 weeks of specialized experience equivalent to the GS-11. Specialized experience is experience that includes assisting attorneys with legal matters, particularly with regard to the production and filing of briefs and appendices with the federal courts and administrative tribunals; preparing tables of content and authorities for legal briefs, assembling appendices with attorneys, arranging for reproducing and binding briefs and appendices, preparing cover letters to clerks of courts, and ensuring that briefs and appendices are properly served and filed; checking case histories, cite checking quotations; and preparing and organizing exhibits, case files, and records.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must be equivalent to at least the next lower grade level.
Qualifying specialized experience is defined as experience that has equipped the applicant with working knowledge of Federal law and regulation governing requests for information under the Freedom of Information Act and Privacy Act. Applicants must have demonstrated this knowledge through education, review and analysis of FOIA practices and procedures.
