Duties

The primary purpose of this position Is to perform data analysis in support of business planning and provider productivity, and department workload performance in support of management objectives. The employee will mine for data appropriate to the multiple service lines and provide command leadership of the necessary analysis to make short term decisions as well as develop long term planning goals. The employee will be familiar with healthcare terminology, processes and functions in order to define and diagram service line processes and develop accurate flowcharts and reliable measures for them. The incumbent will identify and recommend improvements to optimize clinic management processes, access strategies, and "make-buy" decisions through analysis of in-house and non-VA provided care. This work Is highly computer based and requires a strong background, understanding and comprehension of healthcare systems. The work for this position Involves operating computer systems and peripheral equipment in support of the above primary functions. - Provides direct support to by mining, organizing, analyzing and presenting information relevant to all service lines of Hines. - Responsible for producing numerous reports on a weekly, monthly, quarterly and annual basis. - Gathers facts from professional literature to determine best practices that could be developed to save costs reduce delays and improve care. - Works with all service lines and support components to ease patient bottle necks and improve patient satisfaction for care delivered. - Provides recommendations to the executive staff and other committees on best practices, forecasts. - Collaborates with other clinical and administrative staff members on reports to executive committees in seeking long term solutions. - Acts as a liaison or point person for communications with internal and external customers. - Establishes and maintain good relations with various groups and organizations. - Makes recommendations to managers regarding allocation of resources, including potential use of community care options. - Monitors and makes recommendations to adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints. - Performs cost analysis and cost effectiveness studies to determine make/buy decisions to address gaps. - Works closely with clinic managers to formulate budget recommendations for all outpatient clinical services. - Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-11 GRADE REQUIREMENTS: Must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying a wide range of established practices, theories, and emerging information in health care delivery, Informatics and applications. Knowledge of use of VSSC, ARC, DRAS, OPES and MCAO. Demonstrate knowledge of CPT and ICD9 codes to further analyze data. Practical knowledge of automation and software systems. Knowledge of the data life cycle including data design, collection and management in order to input, retrieve, analyze, summarize and present information effectively. Skill in communicating both orally and in writing with a variety of internal and external customers. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of duties require some walking, standing, bending and carrying of light items. Work is typically performed in an adequately lighted and climate-controlled office.
