The Chief Financial Officer serves as principal advisor to the Architect regarding financial planning, business policies, decision-making, guidelines and procedures. Architect of the Capitol (AOC) executives serve at the pleasure of the Architect. The selected candidate for this position must be able to obtain and maintain a Top Secret security clearance.

Application Method: Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration. Review the ECQ competencies guidance and sample resumes in OPM’s Guide to Senior Executive Service Qualification. Applicants currently serving in a Senior-Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs and must address each PTQ. Executive Core Qualifications: ECQ 1 – Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks. ECQ 4 – Business Acumen: The ability to manage human, financial and information resources strategically. ECQ 5 – Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals. Professional Technical Qualifications: PTQ 1 – Demonstrated experience overseeing functional areas including budget formulation, accounting, enterprise risk management, business intelligence, program analysis and evaluation, data analytics and budget plans; and maintaining productive relationships with internal and external stakeholders. PTQ 2 – Demonstrated experience developing strategies for planning and implementing financial policies, procedures and management controls to fulfill multi-year objectives for a program with agencywide impact.

Education

This job does not have an education qualification requirement. A master's and/or bachelor's degree with at least five years of experience managing the direction of an organization’s multi-million dollar budget to include familiarity with applicable theory, principles, statues, concepts and practices of accounting, budget management and legislative financial programs is highly desirable. 

Therefore, provide only the degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
