You will serve as an Administrative/Technical Specialist in the Maritime Warfare Control Systems Division of NAVSURFWARCENDLD.

Duties

You will be responsible for assisting the Program Managers, Task Managers, Sponsors, the Division business financial manager (H20), and other employees by providing a broad range of business financial management services for various Branches. You will work with multiple group efforts and commands advising others based on your strong understanding of the Navy Working Capital Fund and its financial components as well as thorough knowledge of direct cite and reimbursable funding constructs. You will facilitate budget development and submittal to include accepting or rejecting incoming funding documents. You will assign funds to network activities based on the project's budget as well as coordinate fiscal year close-out and start-up. You will keep up to date with changes and revisions in Division and DoD financial management policies and procedures. You will monitor status of commitments, obligations, and expenses and ensures budget categories are executed according to plan. You will develop and present summary reports, conduct trend analysis, and develop budget projections. Has a thorough knowledge of Navy Enterprise Resource Planning (ERP) and IBPES be able to create and maintain planning structures.

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This position may require you to report in person for an established number of days per pay period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR NT-04 (GS-11/12 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-9/10 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience analyzing programmatic requirements needed to support customer requirements, products and services for the implementation of work processes. FOR NT-03 (GS-9/10 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-5/08 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience gathering and briefing data to support customer requirements, products and services. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR NT-04 (GS-11/12 equivalent):
-- successfully completed a Ph.D. or equivalent doctoral degree.
OR
-- successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
-- successfully completed an LL.M. degree that is related to the position being filled.
