This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory - NETL, Department of Energy. As a Management and Program Analyst, you will be responsible for managing the execution of business operations which include performance management, talent acquisition, workforce analytics, and oversight of related administrative functions.
Duties
As a Management & Program Analyst, you will:
Manage the execution of business operation which include workforce and staff planning, performance management, talent acquisition and recruiting, workforce tracking, and human capital data analysis.
Direct organizational design and human capital management activities for National Energy Technology Laboratory (NETL)
Develop, plan, and implement a talent acquisition and management program for recruitment and career management of professional, scientific, technical, and administrative staff.
Evaluate new and existing policies, regulations, procedures, and systems requirements to determine their impact on human capital talent acquisition operations and their effective application.
Manage new employee on-boarding, orientation, and engagement programs.
Analyze human capital data utilizing a variety of analytical techniques and methods to identify problem areas, trends impacting organizational effectiveness, and determine root cause.
Requirements

- This position is not included in a Bargaining Agreement.

Qualifications
GS-12 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as meeting ALL of the following:
Assisting with gathering data to be used for evaluating the effectiveness of programs and business operations such as workforce and staff planning, performance management, talent acquisition and recruiting, workforce tracking, and human capital data review functions.
Assisting with evaluating new policies, regulations, procedures, and/or systems to determine their impact on the organization's talent acquisition programs and human resource operations.
Analyzing human capital data sets to evaluate programs performance measures, meet reporting requirements, provide suggestions on alternatives and resolutions, and/or communicate findings in writing and verbally.
GS-13 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting ALL of the following:
