Serves as the Program Support Assistant for the HUD-VASH Program, located in the Domiciliary Service, VA Palo Alto Health Care System (VAPAHCS). The HUD-VASH Program is a key component in VA's continuum of homeless services, representing VA's only means of providing permanent housing to homeless Veterans and servicing a critical role in VA's Plan to End Veteran Homelessness.

Duties

Performs a variety of duties in support of data entry, collection, analysis and preparation of reports for the program. Coordinates and collects patient and program clinical indicators, thresholds and performance measurements. Follows guidelines, directives, manuals, standard operating procedures, regulations, and other guidance in performing work. Uses word processing software, produces various reports to high levels of management including service and facility leadership, VISN, VA Central office and the Northeast Program Evaluation Center (NEPEC). Develops database programs, creates and manages various tables, spreadsheets, queries, and reports for use in reporting statistical data to higher levels of management including facility, VISN, national levels. Responds to problems and hears patients' requests, needs, and concerns whether in person or via telephone, referring only complex administrative issues to the supervisor. Resolves telephone issues alone or if the call should be triaged to a clinician or other professional. Coordinates consultations and referrals of patients to other specialty services. Answers patient questions, provides information, and initiates actions as appropriate. Maintains contact with medical and program support staff in various clinics and wards throughout the medical facility to resolve delays in the administrative aspect of providing medical care to Homeless Program patients. Refers patients to Benefits Counselors for information on benefits of a complex nature. Investigate problems or situations of an eligibility nature that may require special attention. Works with Domiciliary Service and VA Health Care System multi-disciplinary teams as needed, and community agencies, to strive for developing more effective and efficient ways of delivering treatment services to Domiciliary Service Program Veterans. Creates, utilizes and keeps current visual management systems for his/her work and the environment of care. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: Applicants for this position must show possession of the following skill: 40 words per minute typing speed. Applicants may meet these requirements by self-certifying their proficiency. NOTE: A current, valid state-issued Driver's License is required for this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understands and uses Federal policies related to the development of affordable housing. Performing administrative and clerical work in a medical administration office. Compiling data and preparing reports and entering or editing data in spreadsheets. You will be rated on the following Competencies for this position: Analytical ReasoningClericalCommunication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands of this position involved active listening, reading, observing and evaluating verbal and nonverbal behavior, walking, speaking, bending, carrying of light items such as paper, books, small parts, writing reports, writing clinical notes, using office equipment such as computers, telephones, fax machines, photocopy machines, and possibly driving an automobile. Some work is performed in a clinical setting that exposes the incumbent to the communicable disease common of the homeless populations. Strenuous physical activity is not required.
