Duties
You will serve as a COR and performs duties as appointed per NAVSEA Instruction 4200.17 (series) in order to represent the contracting officer and to ensure proper execution of the assigned contract(s).
You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions.
You will communicate with the contracting officer on a routine basis regarding contractor oversight and performance and maintains required documentation to support monitoring Contractor performance.
You will be the the technical representative of the Contracting Officer in the monitoring of material and services contracts.
You will provide liaison as necessary with respect to the specifications or statement of work to assure all work performed is within the scope of the contract.
You will monitor the contract to assure the proper utilization of government funds.
You will develop statements of work for contacts, and evaluates proposals submitted by competing contractors.
You will bring any significant recommendations of corrective/preventative measures as appropriate.
You will review planning and procurement documents to assure integration of Systems Command policies, procedures, contract provisions and contract data requirements for Energetics Systems and related programs.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 equivalency) or grade level in the federal service or equivalent experience in the private or public sector performing contract administration through the analysis and execution of acquisition contracting functions to ensure financial and technical compliance with contract terms and conditions

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Possession of an LL.M. degree that is related to the position being filled.
