This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Work involves implementation/administration of computer security policies/regulations applicable to Research, Development, Test, and Evaluation supporting Mission Information Assurance (IA) and Information Technology (IT).
Establish, review, or coordinate standard operating procedures for specific aspects of utilization, operation, or protection of computer system hardware and software.
Examples include but not limited to: Risk Management Framework (RMF), Cyber Command Readiness Inspection (CCRI), and Enterprise Mission Assurance Support Service (eMASS).
Support software assurance to include performing quality and vulnerability analysis of software code.
Develop and coordinate gain approval of capability requirements or procurement documentation in support of non-baseline mission Information Assurance and Information Technology services, responsibilities, or taskings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Two year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
- This position requires temporary duty (TDY) travel up to 10% of the time.
- This position requires the ability to obtain and maintain a Secret security clearance throughout the duration of employment.

Basic Requirement for IT SPECIALIST (INFOSEC):
Experience: Information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) demonstrating each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work that sometimes requires editing by others, or requires review prior to completion.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions or complaints; asking appropriate questions to clarify information about issues, escalating non-routine issues to the appropriate individual, team, or organizational group; and responding to inquiries in a timely manner and keeping customers informed of status and status changes.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: providing answers to routine inquiries in a clear, concise, and organized manner; actively listening to others, paying attention to verbal and non-verbal cues and listening for misunderstanding and misinterpretation.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: making routine decisions independently, where there is a standard process; identifying problems or inefficiencies in work processes and activities and recommending solutions; recognizing situations when further guidance is needed from senior colleagues or supervisors.

Education: Bachelor's degree (or higher degree) from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, a bachelor's degree (or higher degree) from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Additional Information:
- This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The DE-02 pay band encompasses the GS-05 to GS-11 grade levels.
- The full-performance level of this position is DE-03, which incorporates GS-12 step 1 through GS-13 step 10 grade and salary levels. The incumbent of this position may be non-competitively promoted to the target level (DE-03) of the position upon: meeting all regulatory requirements; certification by the supervisor of successful performance; and completion of all training requirements.
