You will serve as a FINANCIAL MANAGEMENT ANALYST in the DON Naval Medical Forces Support Command of NAVMEDFORSUPCMD FT SAM.
This announcement uses the Expansion of Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties
You will formulate budget and cost estimates to support plans, programs and activities; review and evaluate budget request, control, and reporting of obligations and expenditures.
You will interpret standard organizational budgetary, accounting, or financial administrative procedures, practices and regulations.
You will run daily budget reports.
You will use Microsoft excel and PowerPoint to generate slides and to display data.
You will assist with processing Defense Travel Systems (DTS) travel authorizations and CITIBANK government travel charge card management.
Requirements

- Must be determined suitable for federal employment.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying budgetary policies and practices; standard organizational budgetary; and financial administrative procedures, practices, and regulations;
Applying budget formulation and cost estimation for plans, programs, and activities;
Reviewing and evaluating financial data; tracking and reporting of obligations and expenditures;
Experience with accounting systems, forecasting for budget formulation, and financial management.
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Assisting in formulation of budget and estimates to support plans, programs, and activities,
Reviewing and evaluating budget request, control and reporting of obligations and expenditures; Applying commonly used budgetary, accounting and or financial administration practices, regulations and procedures; and
Receiving guidance and specific instructions on methods, tasks and procedures to follow.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

GS-09:
SUCCESSFUL completion of a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.
FOR
GS-07:
SUCCESSFUL completion of one full year of graduate level education OR you have successfully completed a bachelor's degree with superior academic achievement OR you have a combination of education and experience that equates to one year of experience.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
