About the Position: THIS POSITION IS WITH CIO (Chief Information Officer)- US ARMY ENTERPRISE SERVICES AGENCY - ARMY RECORDS MANAGEMENT DIRECTORATE (ARMD) -FIOA OFFICE LOCATED AT FORT BELVOIR, VIRGINIA.
Duties
Prepare and present information and decision briefings to higher levels of management or leadership.
Prepare and conduct training for personnel on FOIA (Freedom of Information Act) and privacy policies/procedures.
Compile data and prepares an annual FOIA Report.
Provide technical and subject matter expert advice, assistance, policy guidance, and staff advisory services to activities on FOIA (Freedom of Information Act) and PA (Privacy Act) related issues.
Develop and implement, plans, actions, systems, procedures, guidelines, training requirements and other processes necessary to provide for the efficient and economical administrative management and/or operation of the FOIA program.
Manage the daily activities of the Freedom of Information Act (FOIA) Branch.
Develop and publish directives providing guidance in all areas of the FOIA program.
Interpret and advise on new developments and recent court decisions, legislative actions, and Congressional initiatives related to FOIA and/or PA.
Ensure compliance with the provisions of current FOIA, PA, and/or equal opportunity laws and regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may require temporary duty (TDY) business travel.
- Must obtain and maintain TOP SECRET clearance.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Incumbent is required to sign a DA Form 5019 and must pass urinalysis testing, as required prior to appointment and periodically thereafter.

Specialized Experience: One year of specialized experience which includes providing policy guidance and/or advisory services related to Freedom of Information Act (FOIA) and/or Privacy Act (PA); assisting in the planning and/or conducting in-depth reviews of disclosure operations to assess compliance with departmental policies and/or procedures; interpreting and/or advising on new developments and/or recent court decisions, legislative actions, and/or Congressional initiatives regarding release of information under the FOIA and/or PA; and preparing and presenting information briefings to higher level management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
