This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an expert budget analyst for assigned projects and programs.
Duties
Serves as an expert concerning the analysis and evaluation of major administrative technical and program aspects of substantive mission-oriented programs.
Serves as an expert budget and business analyst for assigned projects and programs.
Establishes schedules for planning, coordination, and accomplishment of work to facilitate the acquisition and/or business process.
Initiates action to ensure that budget, cost, schedule, procedures, and policies comply with applicable laws and policies, and are current and implemented.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Must be able to obtain and maintain Secret Security Clearance.
- One-year probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- Selectees must meet position requirements for certification at Level II (Practitioner) in the Acquisition Career Field (Business Financial Management and Cost Estimating) within 60 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes: 1) Performs and analyzes Planning, Programming, Budgeting and Execution (PPBE) of major Project Management (PM) programs. 2) Executes and analyzes planning, allocation, and execution of funds, as necessary, to accommodate assigned functions/projects to ensure mission requirements are met, and 3) Use financial databases (e.g., GFEBS, LMP, CCaR, WAWF, SDW, PMRT, Advana, PIEE, EDA, APMS, and cProbe) to execute, track, analyze, and report budget information, and brief team members and senior leadership on short/long-term funding requirements, goals, and execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/ GS-11.
