Duties
You will provide support to the on-time delivery of submarines executed by Portsmouth Naval Shipyard.
You will serve as an analyst for and administrator of the application of record for Material Accountability on the shipyard including troubleshooting, analytics, and training execution.
You will perform strategic analysis of shipyard data and metrics in order to improve performance and sustainment, as well as management of and coordination with external parties on material needs.
Requirements

Qualifications
SPECIALIZED EXPERIENCE: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Conducting studies, analyzing findings and making recommendations on substantive operating programs; e.g. Job Readiness Cell Management.
Working knowledge of shipyard organizational structures, programs, missions, functions, and Supply Department requirements.
Analyzing supply department standards, workloads, and deviations from standards to determine best approach to solving challenges.
Performing analytical studies related to management improvement, productivity improvement, management controls and long-range planning.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Analyzing and measuring the effectiveness, efficiency, and productivity of administrative aspects of supply department programs.
Conducting detailed analyses of complex functions and work processes.
Assisting with development of new or modified work methods, organizational structures, records and files, and management processes.
Analyzing data and providing recommendations to the supervisor.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
GS-09: master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
