The primary purpose of this EQUIPMENT SPECIALIST (AIRFRAME), GS-1670-09 potential GS-1670-11, position at the full performance level is to provide Air Force Engineering Technical Services (AFETS) and acquisition support on complex and sophisticated systems/equipment for the assigned organization.
Duties
-Assigned spare part acquisition projects in support of items managed by assigned organization(s) and recommend appropriate acquisition method codes.
-Establish and review technical data packages (TDP) for replenishment spare parts or repair kits to ensure that all engineering data such as drawings, specifications, and standards are identified.
-Conduct thorough technical reviews of the TDP and Request for Data Sets (RDS) to assure that they are adequate for manufacture of items by a new source.
-Willingly and actively participate in process improvement teams and prepare informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training for lower grade employees.

- PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
- May be required to occasionally travel away from the normal duty station.
- Must be willing and able to travel on military and commercial aircraft.
- May require working overtime or compensatory time during peak workload periods.
- Direct Deposit: All federal employees are required to have direct deposit.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, and Equipment Services Series 1670. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include administrative work that involves collecting, analyzing, interpreting, and developing specialized information about equipment; providing advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
OR
EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; , with a major study in the manufacture, repair or maintenance of equipment. OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of 1 full year of graduate level education may be used to qualify applicants for the GS-09 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include administrative work that involves collecting, analyzing, interpreting, and developing specialized information about equipment; providing advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment; knowledge of a wide range of concepts, principles, and practices in the occupation, or those concepts and principles characterized as requiring extended specialized training and experience, and skill in applying this knowledge to difficult and complex assignments. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
OR
EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in the manufacture, repair or maintenance of equipment. OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of manufacturing processes, maintenance concepts, principles, and practices of specific systems/equipment.
2. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians.
3. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and identifying and analyzing complex technical problems and developing innovative solutions.
4. Ability to plan, organize, and reprioritize work to meet changing deadlines.
5. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor.
