You will serve as a PROGRAM SUPPORT SPECIALIST NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will provide technical expertise in all aspects of program support to include program management, logistics, budgeting, and finance and management, senior level staff planning, analysis, evaluation, and coordination for special logistics programs You will direct and review accounting transactions/reports by examining, analyzing, and interpreting accounting data, records, and reports within a complex cost accounting system that hosts a wide range of interrelated transactions. You will provide oversight and technical guidance to subordinates in the processing of reimbursable accounts within the funded reimbursable authority from inception to conclusion. You will provide oversight and direct inventory management of property managed in support of special programs.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment/fail to pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: Directing and reviewing accounting transactions; Analyzing and interpreting accounting data, records, and reports; Preparing program objective memorandum (POM) submissions; Overseeing the processing of reimbursable accounts; Directing inventory management of property managed for a program.
