The Incumbent serves as one of two Clinical Directors for the Primary Care/Mental Health Integration Program (PCMHI Program), co-located with the Primary Care medical teams, with an emphasis on integration of mental health services within primary care.

Duties
Duties to include but not limited:
Assists PCMHI Director in planning, establishing and implementing policies.
Act for the PCMHI Director when Director is absent or on leave.
Consult with Team Members on day-to-day issues (clinical or administrative) that arise in the PCMHI Program.
Supervise unlicensed providers of the same discipline seeking licensure.
Coordinate well with PCMHI Director and MH Leadership to assure that the program is operating in a way that helps veterans to be served in the appropriate environment given their presenting issues.
Coordinate with the PCMHI Director , Mental Health Service Line, and other appropriate staff as needed regarding the monitoring of performance improvement activities, program reviews, treatment services and data analysis methods.
Direct administrative and professional supervisory responsibility for subordinates
Complete performance appraisals of assigned staff using established guidelines and performance expectations for that are clearly communicated through the formal employee performance management system.
Coordinate with other VA programs as needed to assist with delivery of care.
Provides a full range of psychological interventions consistent with training and expertise, with special emphasis on brief and evidenced-based interventions found to be effective in primary care settings.
Facilitates patient and family education appropriate to the primary care setting and the specific presenting mental or behavioral health issues.
Provides consultation services for primary care providers to maximize the effectiveness of their interventions in reducing health-risk behaviors and enhancing health-promoting behaviors, with a significant emphasis on a prevention-oriented model of care
Provides consultation and training to Primary Care Service Line staff in the identification and management of common mental and behavioral health disorders that present in a primary care setting when indicated.
May Supervise pre-doctoral Psychology trainees, and may participate in the supervision of trainees in other disciplines, including medical and psychiatric residents assigned to the Primary Care Service for rotations
Involved in the Psychology Internship Training Program and the Psychology Postdoctoral Fellowship Training Program and related training committees as needed.
Provide leadership, guidance, and consultation on staff education and development.
Responsible for timely completion of all program evaluations and documents required by the Medical Center, Veterans Integrated Service Network (VISN) and Veterans Affairs Central Office (VACO)ensuring compliance with appropriate accrediting bodies such as Joint Commission (JC).Consults with others to offer guidance and stimulation in research directions for the program.
Plans and oversees the completion of research programs, designed to provide information regarding program planning and relevant treatment approaches.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work.
Licensure: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part..
You may qualify based on your experience and/or education as described below:
Grade Determinations:
GS-13 Supervisory Social Worker: For Supervisory Social Worker, grades are determined by the scope of responsibility and the type, size, and complexity of the assignment.
Experience, Education and Licensure: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience.
In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below.
Demonstrated Knowledge, Skills, and Abilities:
a Ability to independently organize work, set priorities, and meet multiple deadlines.
b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
c) Ability to ensure provision of clinical social work services by supervised social workers.
d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion
e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
f) Ability to provide staff training and development.
